DOVER, Del. – October 24, 2024 – A new law will make it easier for charitable organizations to conduct raffles in Delaware. Recently signed into law by Gov. John Carney, the legislation (HB 389) will enable nonprofits to apply for a yearlong license to conduct raffles, beginning in April 2025. 

Currently, nonprofits must apply for a permit for each individual raffle event that is to be hosted. In addition to the cumbersome nature of the application process, it must be submitted at least 2 months in advance of an event. Under this new law, championed in the House by Rep. Bill Bush and in the Senate by Sen. Kyra Hoffner, nonprofits can apply for a yearlong license to conduct raffle events. 

"This legislation will transform how nonprofits across Delaware can fundraise," said Carrie Lingo, DU Delaware State Chair. "By creating a year-long license, nonprofits like DU can have the security to host events whenever they need without going through a cumbersome process each time to permit them. This change will raise even more dollars for wetlands conservation in the First State."
