Helping Projects Meet Permit Requirements While Restoring Bay Area Wetlands
RANCHO CORDOVA, Calif. – April 22, 2025 - Ducks Unlimited (DU) is offering wetland mitigation credits through the San Francisco Bay In-Lieu Fee (ILF) Program.
This program offers advanced release estuarine (tidal) and freshwater wetland mitigation credits for permitted impacts in the greater San Francisco Bay watershed. ILF credits may be purchased to meet aquatic resource mitigation obligations tied to San Francisco District U.S. Army Corps of Engineers (USACE), Environmental Protection Agency (Region 9) (EPA), San Francisco Regional Water Quality Control Board (Water Board), and National Marine Fisheries Service (NMFS) permitted impacts. The ILF Program may also be utilized by other public agencies as a mitigation option, on a case-by-case basis.
An ILF program allows unavoidable aquatic resource impacts to be consolidated into a larger, more ecologically relevant restoration project within a designated service area.
A key feature of the ILF program is that legal obligations tied to mitigation requirements are transferred to DU through a simple credit purchase. DU will then utilize mitigation dollars to target restoration opportunities in priority locations within the San Francisco Bay watershed best suited to mitigate for lost wetland functions due to impacts.
The San Francisco ILF program is the first of its kind in DU’s Western Region and will support vital restoration work in one of the West’s most famous watersheds.
